Diplomatic talks with US, Russian, and Ukrainian delegates commenced in the United Arab Emirates this week, marking the latest step in efforts to achieve a resolution to resolve the continuing conflict in Ukraine.

The Ukrainian military intelligence chief, the head of military intelligence, was scheduled to join in the discussions, though it remained unclear whether direct engagement with Russian representatives would take place or if distinct one-on-one meetings would be held.

Membership of the Moscow group was uncertain. “We cannot provide details. We are following the media reports,” a Russian spokesperson informed official outlets.

Context and Updated Peace Plan

These talks follow recent negotiations in Switzerland where American and Kyiv representatives revised a preliminary American framework for ending the war.

Moscow has so far not endorsed the most recent version of the plan and is not expected to accept many of the Kyiv revisions.

Moscow’s foreign minister, the Russian diplomat, stated that any modified agreement must embody the “essence and wording” of what was discussed during previous summit meetings between the two nations.

International Responses and Apprehensions

European leaders are reportedly finding it difficult to stay engaged in the negotiations as US officials assume control.

Finland’s president, Alexander Stubb, who has stepped forward as a key interlocutor between the US and European leaders, commented that the coming days would be decisive in attempts to reach a peace settlement.

He reportedly held discussions with the Ukrainian president and Nato representatives, emphasizing that “Decisions about Ukraine’s future rest with its people, and with European security falling under Europe’s purview.”

At the same time, the French leader, the French official, cautioned against a peace deal that would amount to a “concession” for Ukraine.

“What was put on the table gives us an idea of what would be acceptable for the Russians. However, must Kyiv and European nations consent to these terms? Certainly not,” he affirmed.

Specifics of the Original US Proposal

American proposal was originally composed of numerous clauses and was based on discussions between American and Russian representatives, with contributions from Kyiv defense authorities.

Major elements of the proposal allegedly involved:

• Ukraine surrendering land currently held by Moscow
• Further regions that might be expected to be voluntarily surrendered
• Limits on the size of the Ukrainian army
• Immunity for all parties in the conflict regarding violations

Recent Events and Ongoing Challenges

The US representative allegedly went to Kyiv to brief the Ukrainian president on the proposal and demand rapid acceptance.

This pressure, combined with the leaking of the proposal, reportedly shocked Kyiv and EU officials.

Zelenskyy stated that the country was facing one of the hardest periods in its history and was being forced to decide between “forfeiting self-respect or abandoning a crucial supporter.”

Subsequently, the US official informed alliance representatives on the proposal in the capital, with one participant labeling it as “an extremely difficult session” and stating that European ambassadors were shocked by both the substance and tone of the presentation.

The US administration later moderated its stance, indicating that the comprehensive plan was an “initial basis for negotiation” rather than a final demand.

Security Situation Amid Negotiations

While diplomatic efforts proceed, Moscow has continued its nightly attacks on Ukraine’s cities.

Moscow’s forces allegedly fired dozens of projectiles and many of unmanned aircraft at objectives in and around the capital, according to Kyiv reports.

Zelenskyy stressed that the Kremlin must not believe it could prevail in the conflict while talks were ongoing.

“The priority is coordinated diplomatic movement among all partners, through shared endeavors. Sanctions and pressure on Moscow must yield outcomes,” he affirmed.

The capital’s mayor confirmed that seven people had been fatally injured in the recent assault on the capital.
